Job description The Global Fund-supported Vihaan programme is implemented by India HIV/AIDS Alliance (Alliance India) and partners complement the successful treatment programme within the NACP. The programme is implemented through a well-coordinated partnership with National AIDS Control Program, Principal Recipient (PR) Alliance India, 19 NGOs and State Level PLHIV Networks as Sub-Recipients (SRs) and 350 NGOs and District Level PLHIV Networks (DLNs) as Sub-Sub Recipients (SSRs). The TB Coordinator will work under the direct supervision of Program Manager and Project Director at SR level. This person will be workingin close collaboration with Nodal Officer responsible for HIV-TB coordination, State AIDS Control Societies, State TB Officer (STO), TB unit, State Health Department and various other state &district level RNTCP representatives. The position will be based at SR level. The TB Coordinator will provide technical assistance and monitor HIV-TB activities at SR as well as at SSR level, he/she will also be responsible for ensuring smooth coordination between HIV and TB programme at state and district levels as per the National Framework for HIV-TB collaborative activities. Specific responsibilities include: • To liaison with Ministry of Health, state & district HIV-TB Coordinators and state & district level RNTCP representatives. • To liaison with District AIDS Prevention Control Unit and state AIDS control program. • To provide technical assistance and monitor HIV-TB activities at SR as well as at SSR level • To facilitate regular communication with RNTC program, especially diagnostic multispecialty centers (DMC), ART centers, ICTC’s for the implementation of joint tuberculosis-HIV program activities in the state. • Develop and coordinate an effective referral system for HIV-TB to appropriate services for TB screening, care, and treatment within the district, state or region. • Conduct supervisory visits to tuberculosis and HIV diagnostic and care facilities, provide on-the-job training for providers, prepare reports on supervisory visits, and provide feedback on achievements and constraints to program manager. • Maintaining data (quantitative and qualitative) on HIV-TB activities in the state • Prepare regular monthly and quarterly HIV-TB reports in coordination with M&E officers and present findings during relevant meetings. • Participate in state/regional level monthly/quarterly HIV-TB coordination meetings. Required Skills : • Expertise in tuberculosis diagnosis and knowledge of treatment and/or counseling. • Good experience of advocating on HIV/TB issues, PLHIV movement and women and children issues. • Strong computer skills and knowledge of Microsoft Office package. • Excellent verbal and written communications skills. • Excellent oral, written, and presentation skills in English and regional languages. Education : Advanced university degree (Master’s or equivalent) in social sciences or other relevant field. A first level university degree (Bachelor’s or equivalent) or equivalent experience of working on PLHIV issues, in combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
